With the African Development Bank (AfDB) presidential elections just weeks away, Zambian economist Dr. Samuel Maimbo is emerging as one of the frontrunners to lead the continent’s top financial institution.
Maimbo, a seasoned development finance expert and former World Bank executive, has won support across Africa with a results-oriented campaign focused on boosting infrastructure, tackling youth unemployment, and accelerating regional trade.
His candidacy has been endorsed by major regional blocs, including the Southern African Development Community (SADC) and the Common Market for Eastern and Southern Africa (COMESA).
Maimbo’s track record includes co-leading a historic $93 billion replenishment of the International Development Association (IDA) during the COVID-19 pandemic — the largest in its history. His supporters say this demonstrates his ability to mobilize large-scale financing for Africa’s priorities.
While the AfDB race remains competitive, Maimbo’s broad appeal and diplomatic outreach have positioned him as a strong contender. He has carefully avoided being seen as a regional candidate, instead framing his bid as a continental one — appealing to both Anglophone and Francophone blocs.
Maimbo’s main challenger is Dr. Sidi Ould Tah of Mauritania, who recently stepped down as head of the Arab Bank for Economic Development in Africa (BADEA). Tah is backed by several North African states but has faced scrutiny over the timing of his resignation and questions about campaign fairness.
If elected, Maimbo would be the first Zambian to lead the AfDB and could signal a shift toward a leadership style rooted in accountability and impact.
